All people need sanitation, a clean place to sleep, water, and a shower; if you live in poverty, your biggest obstacle to an education is probably rent money. If people are expected to one day be proper contributing members to society, shouldn’t they be enabled to get to that point? I couldn’t afford rent in Ann Arbor; 600-700/month in a 5 bedroom crack house with 4 other giants. That was about tuition; I lasted 3 years and probably could have gotten a degree if my school, The University of Michigan, really gave a fuck. It’s college in the 21st century: Big Business. You will get little manned out without a bankroll of 20k/year: BET.
